据澳大利亚《悉尼先锋晨报》报道，澳大利亚联邦警察局与中国警方将联手查没中国贪官在澳大利亚的非法资产。

中国查处外逃贪官的行动得到了国外政府的支持。

据澳大利亚《悉尼先锋晨报》10月20日报道，澳大利亚联邦警察局与中国警方将在接下来的几周内展开合作，联手查没中国贪官在澳大利亚的非法资产。这是双方史无前例的一次合作。

中国外交部发言人洪磊14日在回应澳大利亚新签证政策时曾表示，“中国正进一步加大打击腐败力度，其中在海外的追逃追赃是这项工作的重要组成部分。近期，中国政府设立了相应机制，进一步加强这方面工作力度。我们愿与澳方加强追逃追赃合作，希望得到澳方的配合。贪污腐败分子在海外不应有容身之处。”

澳大利亚、美国和加拿大是中国经济犯外逃最多的三个国家。中国可以根据《联合国反腐公约》提出引渡要求，因为中国和澳大利亚都加入了这个公约。但是根据澳大利亚的移民保护法，这些官员也可以提出一系列要求，其中包括申请避难，来避免在中国接受审判。

几周之内展开首次行动

在接受费尔*****斯传媒的专访时，主管澳大利亚联邦警察局亚洲事务部的长官布鲁斯希尔确认，澳大利亚已经同意帮助中国引渡外逃澳大利亚的贪污官员，这些官员在澳的非法资产也将被查封。

中澳将在几周之内展开没收贪污官员财产的首次行动。双方已达成一致，首要目标将是已经在澳大利亚定居的经济外逃犯。

根据《澳大利亚人报》网站报道，原国家电力公司原总经理、吉林省省长、中共云南省委书记高严将是此次行动的一个关键目标。《财经》杂志在近期的文章中曝出了外逃澳大利亚的七名高级官员和国有企业总经理的名单。七名贪官涉嫌贪污财产总计10亿美元。

根据澳大利亚联邦警察局的确认，这些嫌疑人现在都已加入澳大利亚国籍并取得了永久居留权。在过去几年中，通过投资和商业移民的掩护，他们往澳大利亚非法转移了大量资金。

“他们并不是一夜之间忽然离开中国，身上也没有大量的现金。大多数情况下，他们都是小小翼翼并且精心策划的。”希尔说。他还解释，最典型的做法是，贪污官员把自己的配偶和孩子先送到国外，然后利用他们来转移财产。官员名下几乎没有任何财产，这也就是所谓的“裸官”。这样一来，在国内有任何风吹草动，贪官就逃到国外与家人团聚。

“一段时间以后，贪官们开始把转移的钱用来购置房产和股票，或者另开银行账户。这样以来，这些钱就变成了他们的合法资产。”希尔说，“但这些钱从一开始就不是他们的合法收入，这是他们在中国贪污所得并转移到海外的。”

中国今年掀起追讨旋风

被贪官从中国转移出去的钱数量多得惊人。根据位于华盛顿的全球金融诚信组织（Global Financial Integrity group）的估计，仅在2005年到2011年间，被从中国转移出去的非法资产就达到3万亿美元。

据新华网报道，中国央行2011年发布的关于贪官外逃报告显示，上世纪90年代以来，外逃的党政干部、事业单位和国企高管为16000至18000名，携款超过8000亿人民币。中国的追逃努力很早就已经开始，到了今年，更是掀起了从内到外的追逃旋风。截至今年7月底，中国已与51个国家签订含有刑事司法协助内容的条约，与38个国家签订了引渡条约。

澳媒报道称，这次双方的合作动力来自中国警方在今年8月启动的一项代号为“猎狐2014”的缉捕在逃境外经济犯罪嫌疑人的专项行动。

“现在，中国的公务员想出国非常难。”报道援引中央党校的反腐专家林哲说，“处长以上的官员的护照都要上交到组织部保管。我刚到中央党校时，还有很多出国交流的机会，现在几乎没有了。”

希尔指出：“我们会根据证据来判定某个人是否有罪，充分保障人权。我们需要保证事情是在我们的监控下进行。”

目前为止，澳大利亚重大投资签证的90%申请者都是中国人，但是因为很难核查其中一些人的收入来源，所以不少人的申请并没有获得批准。

上周澳大利亚政府宣布了一项新的投资移民项目，投资者只要在澳大利亚投资1500万美元，就能在一年后获得永久居留权。此举引发担忧，可能导致更多腐败官员及商人逃往澳大利亚。洪磊14日表示，中方一直鼓励中澳之间的正常人员交往。关于澳大利亚新签证政策，中方需要进一步了解。
